I have access to pictures from an eBay seller who wants his name, eBay seller name and his personal website listed in the picture tag. Are we allowed to list websites in picture descriptions?

We have no restriction for web adresses. If the owner of the picture wishes all this data added to his picture you can do it.
Normally only the name is added because most ebay sellers want to keep their anonymity.
