Founded in 1896 by Nikolai Geisler to produce naval communications equipment as well as civil and military telephones and exchanges. In 1922 was named after A. Kulakov, one of bolshevik's activists. Up to 1930 manufactured crystal sets and loudspeakers. Strictly military production after 1930. Shortly before WWII was renamed to "Works No.209".
