The right time was growing up to establish an all european electronic Television encyclopedia about development and introduction. It should starts with the 1930ies to the beginnings of the 1960ies.
I want to kind invite you for some help.
Russia: Did somebody known DETAILS and FACTS about the Prewar Leningrad 240 line TV service?
There should been TV research centers in Tschkent and Kiew too.
Moscow had a 343 RCA adapted system - But also 441 Lines in the late 1930ies mentioned?
Did we know more about the structure and management of Russian TV research -
Why they have had several research centers?
How many times did the scientists developed the 625 line system? - was it really just the idea made by Mr Bruch in Germany 1945?

In 1931 is known radio amateur experimental TV signal receive in Shiauliai (Lithuania) from Berlin (Germany). It was experimental TV broadcasting on LW.

I am afraid, that without Russian knowledge you are in a big truble. I had been investigating some time on the Russian web sites and the browser has found 7440000 Russian websites about TV history! At the first shoot I found 3 interesting papers about the beginning of electromechanical, later fully optic/electrical TV systems, 90, 180, 240, 343, 441, 625 lines. In Moscow on 7.May 1945 (after interruption by WW2) began the 343 lines broadcasting, in Leningrad 441 lines, in 1946 was accepted 625 lines system, in consequence of this in Moscow they began the 625 broadcasting in 1948. In Leningrad was the first public demonstration and beginning of regular broadcasting using 240 lines system from 16.9.1937, however during the WW2 was interrupted.
Regarding your question about idea of 625 lines system - it seems, this very logical conclusion could make independently many sciencist. It is documented, that during 1943-1944 Mr. Katayev and Novakovskiy had discussed about 625 lines sytem, in 1944 Mr. Leytes and Mr. Kaznacheyev prepared some 64 sheets document about 625 lines system too. Some Italians are declaring too, the 625 lines idea is their - hard to say.
If you found in my short notice any interesting, during the summer time I try to translate some interesting moments to the English.
Regarding the Hungarian TV, might you know website http://www.telehor.c3.hu, mainly in Hungarian, some documents are in German about mechanical systems. I found a short notice only, that in 1939 during the Budapest International Exhibition Mr. Nemes Tihamer demonstrate some internal electromechanical tv system. In the same year in experimental laboratory (TungsramTV Laboratory) of Egyesult Izzo Mr. Barta Istvan, Czukor Karoly and Terebesi Pal have created some iconoscope picture transmitting system - unfortunately no more.

Why they have had several research centers?
First government TV center
Question to Sergey Vasilyevich Novakovskiy:
"In 1936 was made a decision to found TV centers in Leningrad and Moscow. TV center in Leningrad was equipped by domestic (our) devices, technology and production. In the same time they built in Moscow TV center based on American system and devices. Why?"
Mr. Novakovskiy answered, that we have to take an accent on word "our". He was in this time a student only; he understood the systematic, well grounded and perspective solution to be oriented on RCA devices and system. In the world there were a few different systems in test and experimental stage - having different advantage and disadvantage. However, Mr. Zvorykin (Russian scientist in RCA) was very popular in Russia; he made many visits and extensions in SU, having subjective influence to the choice of system. 343 lines system had better broadcasting system and ready devices, working low series production. RCA was given like a more fundamental company. Their system had shown us the right direction of TV broadcasting later.
From this point of view we could understand the Leningrad TV center as an experimental technical platform of new, excellent and origin ideas. Many of them were accepted in Moscow in different broadcasting system. The Leningrad system was not so systematic only. The have been using progressive sweep, which some scientist seeing to the future have rejected earlier as a non perspective. Video signal was transmitted in the vhf band, audio signal in broadcasting (middle) band. The TV receiver had to include two devices: one for video signal, second for the audio. And more other disadvantages.
However, the Leningrad experimental TV center was very good basis to evaluate different TV broadcasting concepts and variants, concrete technical solutions in production conditions and perspectives. Moreover, the scientist groups and production resources were in Leningrad too, having with them good cooperation.
