Ist der deutsche UKW-Kanal der 1950er Jahre alle 300 kHz mit ch 1 = 87,5 MHz nummeriert?

(Google translate from: "Is the German 1950s VHF channel numbering every 300kHz with ch 1 = 87.5MHz?")

As can be seen from this table of 1955, 87.6 MHz is channel 2. So 87.3 MHz should be channel 1. However, channel 1 never has been assigned.
