According to the schematic diagram, the resistor R354 is connected from pin 5 of IC3 (output from the internal 5V regulator) to pin 3 of the same IC. In reality, and also according to the PCB layout drawing, the "cold" end of R354 is connected to pin 2 of IC3 (non-inverting input of the error amplifier). Pin 3 (oscillator output) is not connected at all.
This means that R354 and R348 consitute a voltage divider supplying +2,5 V as a reference voltage to pin 2.
IC3, which is mentioned as HA17524P in the documentation for this amplifier, is in fact a japanese (Hitachi) clone of the maybe more well known SMPS controller SG3524.
