The 32-A is probably kind of a Master Control (Audio Monitoring) for a radio station running two transmitters and a receiving set. All three can be monitored. The "keys" are obviously Kellogg switches to select the source (audio). The "monitor" output should be for a loudspeaker. I think it is for telephony, since simultaneous operation of two transmitters on telegraphy seems not likely.
