It may be that DM70 and DM71 are indentical tubes with just the end wires all cut same length on DM71, but DM70 has all wires cut short except four left full size.
The data is identical.
So see DM70 operation. You can certainly cut DM70 wires to fit a DM71 socket or use a cut-up turned-pin IC socket to wire a DM71 into a DM70 location. The DM71 wires are really too short to safely solder directly.

yes, according to Ravalico and to other manuals, DM70 and DM71 just differ for the length of pins. DM70 had flying wires, to be soldered directly in the circuit, while DM71 was intended for use with a subminiature socket. Data are the same.
