Chronotron tube. The tube contains two heaters and two electrically isolated thermistor elements. Connected in the circuit of a low frequency oscillator, it controls the period by thermal feedback.
TT-13 has 500 ohms heaters and 265 ohms secondaries resistances, 15 sec time constant.
