Siera S.A. (Société indépendante pour l'Exportation d'Articles de Radio) wurde gegründet im Juli 1932 in Brüssel (B), Adresse 5, Rue des Augustines. Philips war (im Hintergrund) an der Gründung von Siera S.A. beteiligt. Im Juli 1933 gründete eine niederländische 100% Philips-Tochtergesellschaft (Pope's Draad- en Lampenfabriek in Venlo) die N.V. Siera Radio. Diese niederländische Firma spielte wahrscheinlich eine Rolle beim Export von Siera-Rundfunkgeräte. Die ersten Siera-Geräte wurden noch von Van der Heem in Den Haag (NL) hergestellt, ab etwa 1934 aber im Philips-Werk in Leuven (B).
Später wurden auch Siera-Modelle in den Niederlanden (Eindhoven) hergestellt. Im 1936 wurde der Namen der Belgischen Firma geändert in Siera Radio S.A. Im etwa 1937 erwarb Philips alle Anteile in Siera Radio und die Adresse wurde geändert in Anderlechtstraat 37 Brüssel (die Philips Geschäftsadresse in Belgien). Siera wurde dann weiter als eine Philips-Firma und Philips-Marke geleitet.
Siera Geräte wurden nach vielen Ländern exportiert. In einigen Ländern hatte Siera eine lokale Vertretung.
